Something new about guilds:
first for existed guilds:
	- I like to have your concept in ~balgarion/concepts
	- I like to have your spell discription in ~balgarion/spells
	- I like to have your guild rules in ~balgarion/rules

if there isnt anything in the directory i will drop your guild out.

Second for new guilds:
	- Bevor writing the guild i like to have yout concept.
	- Bevor the guild goes online we will test it and we have to give you 
	  our ok to go online with your guild.
